Kerala announced plans to establish an Academic Syndicate as an apex body for coordinating administrative and governance issues in the higher education sector. The proposal was placed in the policy address to the 16th Kerala Legislative Assembly on 29 May 2026.

An academic syndicate is a proposed institutional body for university-level administration and academic coordination. In Kerala’s proposal, it is linked with greater academic representation and with administrative authority over academic affairs.

In January 2025, the Kerala Cabinet approved a Bill proposing a leaner composition for university syndicates. The Bill also proposed transfer of authority for degree certificate approval from the Senate to the Syndicate.
